"The aggression of the Russian Federation against Ukraine led to mass conflict-related sexual violence committed by the Russian Federation’s armed forces and by affiliated armed groups against the civilian population of Ukraine and Ukrainian prisoners of war: in 11 months of the large-scale invasion of Ukraine, according to the Prosecutor General’s Office of Ukraine, 155 cases of conflict-related sexual violence have been recorded in Kyiv, Kherson, Kharkiv, Chernihiv, Donetsk, Zaporizhzhia, Luhansk, and Mykolaiv regions. The officially stated number of cases does not reflect the scale of crimes of the Russian Federation, which are much larger."

Warmongering and especially glorification of acknowledged war criminals is proven to undermine democracies in the region. It disrupts social fabric and does not bring reconciliation. It is important to note that such speech may very realistically lead to actual violence.

In this context the word "honouring" seems more appropriate than "celebrating". Also it is suggested to change the phrase "the need to help them and to give them a voice" with "the need to provide platforms for them to express their needs" to focus on the expression of their needs.

"Recognizing an important contribution and significant potential of the United Nations in preventing conflict-related sexual violence, the Assembly welcomes initiatives to ensure impartial and objective decision-making on issues involving conflict-related sexual violence and other international crimes, including the Political Declaration on Suspension of Veto Powers in Cases of Mass Atrocities launched by France and Mexico and signed by 104 UN member States, as well as calls for binding commitments of a similar content."
Explanatory note
To prevent CRSV, international institutions should make impartial decisions without being blocked by an abuse of the right to veto. The initiative of France and Mexico promotes this goal by pronouncing the idea of a limited veto power in cases of perpetration of mass atrocities.
