In the draft resolution, paragraph 25, replace the words "substantial progress with regard to the issues raised in this and the above mentioned resolutions" with the following words:

"their complete fulfilment, as provided by Opinion 193 (1996) of the Assembly and subsequent resolutions, recommendations and reports".

Explanatory note

This amendment underlines that all Russia's commitments, reflected in Opinion 193 (1996) of the Assembly and in its subsequent resolutions, have an equal status and should be monitored by the Assembly until their full implementation.
