1. The Committee of Ministers recalls that
the Commissioner for Human Rights is an independent institution
and the Committee of Ministers does not intervene in the drafting
of his reports. The Commissioner publishes his reports on his webpage
along with the comments received from the respective national authorities,
thus allowing everyone to form their own opinion in a transparent
manner.
