1. The Committee of Ministers has carefully examined Parliamentary Assembly Recommendation 2202 (2021) “The arrest and detention of Alexei Navalny in January 2021”, in which the Assembly welcomed the prioritisation by the Committee of Ministers of its supervision of the execution of the judgment of the European Court of Human Rights in the case of Navalnyye v. Russia and invited the Committee of Ministers to use all the tools at its disposal, including those under Article 46 of the European Convention on Human Rights (ETS No. 5), to ensure full and prompt execution of the judgment and in particular the immediate release of Mr Navalny.
2. The Committee of Ministers has examined the case of Navalnyye v. Russia at each of its quarterly Human Rights meetings since Mr Navalny was detained in January 2021. At every examination it has called on the authorities to release immediately Mr Aleksey Navalny.
3. At its last examination of the case at its 1428th Human Rights meeting in March 2022, the Committee adopted an Interim Resolution deciding, in the absence of progress, to consider the use of all the tools at its disposal to ensure full and prompt execution of the judgment and in particular the immediate release of Mr Navalny and to resume the consideration of the case at its 1436th meeting (June 2022) (DH).
