the Bureau of 27 January 2023 requiring ratification by the Assembly

The Bureau considered and approved the following references:

1.2 Election of a
judge to the European Court of Human Rights
The Bureau took note of the report drawn up by the Committee
on the election of judges for the post of a judge in respect of
Poland, including its recommendation to reject the list (Doc. 15685 Addendum 4).
1.3 Election observation
1.3.1 Bulgaria: Early
parliamentary elections (2 April 2023)
The Bureau, subject to receiving an invitation, decided to
observe these elections and to set up an ad hoc committee composed
of 20 members (SOC-6; EPP/CD-6; ALDE-4; EC/DA-3; UEL-1) as well
as the two co-rapporteurs of the monitoring committee), as well
as the two co-rapporteurs of the monitoring committee.
1.3.2 Türkiye: Presidential
and parliamentary elections (14 May 2023, tbc)
The Bureau, subject to receiving an invitation, decided to
observe these elections and to set up an ad hoc committee composed
of 40 members (SOC-12; EPP/CD-12; ALDE-7; EC/DA-7; UEL-2), as well
as the two co-rapporteurs of the monitoring committee, and to conduct
a pre-electoral mission.
1.3.3 Conference “Elections
in times of crisis: challenges and opportunities” (Bern, 9-10 May
2023)
The Bureau decided to set up an ad hoc committee composed
of 30 members (SOC-10; EPP/CD-9; ALDE-5; EC/DA-5; UEL-1) to represent
the Assembly at the conference.
1.4 Composition of
the Monitoring Committee, the Committee on Rules of Procedure, Immunities
and Institutional Affairs and the Committee on the Election of Judges
to the European Court of Human Rights
1.4.1 Monitoring Committee
The Bureau, on the basis of proposals by:
- the SOC Group, nominated, Ms Naomi
CACHIA (Malta) as member,
- the EPP/CD Group, nominated Mr Lulzim BASHA (Albania),
Ms Khatia DEKANOIDZE (Georgia) and Mr Aleksandar NIKOLOSKI (North
Macedonia) as members,
- the EC/DA Group, nominated Ms Beatrice TIMGREN (Sweden)
and Ms Jo GIDEON (United Kingdom) as members,
- the ALDE Group, nominated Ms Valentina GRIPPO (Italy)
as member.
1.4.2 Committee on
Rules of Procedure, Immunities and Institutional Affairs
The Bureau, on the basis of proposals by the EC/DA Group,
nominated Ms Harriett BALDWIN (United Kingdom) and Ms Hélène LAPORTE
(France) as members.
1.4.3 Committee on
the Election of Judges to the European Court of Human Rights
The Bureau, on the basis of proposals by:
- the EPP/CD Group, nominated
Ms Biljana PANTIĆ PILJA (Serbia) as member,
- the EC/DA Group, nominated Ms Sally-Ann HART (United Kingdom)
and Ms Nigar ARPADARAI (Azerbaijan) as members.
The Assembly is invited to ratify
these Bureau decisions.
