In the draft resolution, after paragraph 11, insert the following paragraph:

"The Assembly welcomes the swift actions taken by the government of Azerbaijan in providing humanitarian aid and restoring key public services, such as healthcare systems to help meet the needs of Armenian residents, as well as the establishment of direct dialogue between the central Azerbaijani government and local ethnic Armenians".
