1 Introduction

At its meeting on 31 January 2025, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the first part-session of 2025 (Friday 31 January) to the pre-session Bureau meeting of the second part-session (Monday 7 April).

The present report includes the decisions taken at the Bureau meetings held on 31 January 2025 in Strasbourg and on 19 March 2025 in Strasbourg. Chapter 2 presents a list of decisions which do not require ratification. Chapter 3 presents a list of decisions taken by the Bureau on 19 March that require ratification at the opening of the second part-session 2025 of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 7 April, which will also include decisions to be ratified by the Assembly at the opening of the 2025 second part-session. Another addendum will be issued after the Bureau meeting of 11 April. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees which will have been approved by the Bureau.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Monaco and the Slovak Republic is published as Addendum 2 to this report.

The Bureau will hold its next meeting on Thursday 22 May 2025 in Valletta. The next meeting of the Standing Committee will be held in Valletta on Friday 23 May 2025.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Follow-up to the first part-session of 2025 (Strasbourg, 27-31 January)

On 31 January, the Bureau heard a statement by the Secretary General of the Assembly and discussed the follow-up to the part-session.

2.2 Second part-session of 2025 (Strasbourg, 7-11 April)

On 19 March, the Bureau drew up the preliminary draft agenda for the second part-session of 2025.

2.2.1 Requests for debates under urgent procedure

On 19 March, the Bureau took note of the requests for debates under urgent procedure on:

  • “The situation in Georgia and follow up to Resolution 2585 (2025) ‘Challenge, on substantive grounds, of the still unratified credentials of the parliamentary delegation of Georgia’” tabled by the Monitoring Committee;
  • “War in Ukraine: the need for accountability, avoiding impunity” tabled by the Alliance of Liberals and Democrats for Europe Group (ALDE);
  • “The arrest of the Mayor of Istanbul and the state of democracy and human rights in Türkiye” tabled by the Group of the European People’s Party (EPP/CD).

2.2.2 Request for a current affairs debate

On 19 March, the Bureau took note of the request for a current affairs debate on “Protests in Serbia and the situation in the Western Balkans” tabled by the Alliance of Liberals and Democrats for Europe Group (ALDE).

2.3 Communications

On 31 January, the Bureau took note of the statement by the President of the Assembly. On 19 March, it took note of the communications by the President of the Assembly and held an exchange of views with the Deputy Secretary General of the Council of Europe.

2.4 References and transmissions to committees

On 31 January, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16096 Add.5, ratified by the Assembly the same day.

2.4.1 Extension of references

During the reference period, the Bureau also approved the following requests for extension of references:

  • Olympic movement and peacekeeping: is sport neutrality serving sport values? (former title: Excluding the athletes and officials of the Russian Federation and Belarus from participating in the international Olympic movement), Doc. 15721, motion for a resolution, reference 4716 of 2 March 2023 – validity: 31 March 2025: extension until 30 April 2025;
  • The role of youth in revitalising democracy, Doc. 15756, motion for a resolution, reference 4746 of 19 June 2023 – validity: 19 June 2025: extension until 30 June 2025.

2.5 Election observation

2.5.1 Assembly of KosovoNote: elections (9 February 2025)

On 19 March, the Bureau took note of the statement of the election observation mission.

2.5.2 Albania: parliamentary elections (11 May 2025)

On 31 January, the Bureau approved the list of members of the ad hoc committee to observe the elections and appointed Mr Simone Billi (Italy, ECPA) as its chairperson. On 19 March, it approved the revised list (Appendix 1).

2.5.3 Poland: presidential election (18 May 2025)

On 31 January, the Bureau approved the list of members of the ad hoc committee to observe the election and appointed Mr Iulian Bulai (Romania, ALDE) as its chairperson. On 19 March, it approved the revised list (Appendix 2).

2.5.4 Parliamentary Assembly Network of Election Observers

On 31 January, the Bureau approved the revised list of members (Appendix 3). On 19 March, it took note of the letter of the chairperson of the Network and instructed the Secretary General of the Assembly to prepare a memorandum on the follow-up to be given to the proposals made.

2.6 Follow-up to the Resolution 2553 (2024) “Strengthening the youth perspective in the work of the Parliamentary Assembly”

2.6.1 Modalities of implementation of PACE-Youth Participation Mechanism

On 19 March, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly and approved the proposals contained in the document.

2.6.2 PACE Youth Rapporteurs

On 19 March, the Bureau took note of the updated list of the Assembly Youth Rapporteurs (Appendix 4).

2.6.3 Exchange of views with members of the joint bureaux of the Advisory Council on Youth and the European Steering Committee for Youth

On 19 March, the Bureau held an exchange of views with the participation of:

  • Ms Yevheniia Kravchuk (Ukraine, ALDE), Chairperson of the Sub-Committee on Youth and the Society of the Future;
  • Ms Nina Grmuša, Chairperson of the Council of Europe Advisory Council on Youth (CCJ) and of the Joint Council on Youth (CMJ);
  • Ms Miriam Teuma, Chairperson of the European Steering Committee for Youth (CDEJ) and Vice-Chairperson of the Joint Council on Youth (CMJ);
  • Mr Maurizio Cuttin, Vice-Chairperson of the Council of the Council of Europe Advisory Council on Youth (CCJ).

2.7 Participation of members in Parliamentary Assembly plenary sessions and committee meetings

On 19 March, the Bureau took note of the information memorandum submitted to the Bureau by the Committee on Rules of Procedure, Immunities and Institutional Affairs, agreed to its publication and left it to the President to decide on the appropriate follow-up.

2.8 Previously ratified credentials of a national delegation whose members have all subsequently resigned: interpretation of Rules 6 and 9 of the Assembly’s Rules of Procedure

On 19 March, following a request from the Monitoring Committee on 4 March 2025, and the decision by the Bureau, through written consultation on 12 March 2025, to request an opinion from the Committee on Rules of Procedure, Immunities and Institutional Affairs (Rules Committee), the Bureau took note of the opinion of the Rules Committee and decided to declassify it.

2.9 Institutional representation of the Parliamentary Assembly in 2025

On 31 January, the Bureau approved the proposals as set out in Appendix 5. On 19 March, the Bureau approved the appointment of Lord David Blencathra (United Kingdom, ECPA) and Ms Liliana Tanguy (France, ALDE), as institutional representatives for the Council for Democratic Elections of the Venice Commission.

2.10 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

On 31 January, the Bureau approved the list of candidates in respect of Croatia to be forwarded to the Committee of Ministers.

2.11 Composition of committees

2.11.1 Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee)

On 31 January, on the basis of a proposal by the SOC Group, the Bureau nominated Ms Wanda Nowicka (Poland) as a member; on the basis of proposals by the EPP/CD Group, nominated Mr Christophe Brico (Monaco), Ms Carmen Leyte (Spain), Ms Saara-Sofia Sirén (Finland) and Ms Albana Vokshi (Albania) as members; on the basis of a proposal by the ALDE Group, nominated Mr Régis Bergonzi (Monaco) as a member.

2.11.2 Committee on the Rules of Procedure, Immunities and Institutional Affairs

On 31 January, on the basis of proposals by the EPP/CD Group, nominated Mr Gustaf Göthberg (Sweden) and Mr Niklaus-Samuel Gugger (Switzerland) as members.

2.11.3 Committee on the Election of Judges to the European Court of Human Rights

On 31 January, on the basis of a proposal by the EPP/CD Group, nominated Mr Benjamin Dalle (Belgium) as an alternate.

2.12 Issues raised by committees

2.12.1 Committee on Political Affairs and Democracy

On 31 January, the Bureau took note of the letter by the chairperson of the Committee and decided to authorise Mr George Papandreou (Greece, SOC), Rapporteur on A closer cooperation between the Parliamentary Assembly of the Council of Europe and the United States Congress, to carry out a fact-finding visit in the framework of the preparation of his report, to Washington on 12 and 13 March 2025 to meet with representatives from the United States Congress and the State Department.

2.12.2 Committee on Equality and Non-Discrimination

On 31 January, the Bureau took note of the letter by the chairperson of the committee and:

  • approved the terms of reference of the Parliamentary Network Women Free from Violence and the No Hate Parliamentary Alliance, which were ratified by the Assembly the same day (Doc. 16096 Add.5);
  • took note of the change of wording in the English title of the Parliamentary Platform on the Rights of LGBTI Persons in Europe, and in the title of the General Rapporteur, co-ordinator of this Platform;
  • agreed to recommend to committees to consider revising the terms of reference of their networks to include representatives from political groups.

2.13 Call for the immediate release of Ekrem İmamoğlu, Mayor of Istanbul

On 19 March, the Bureau adopted a statement.

2.14 OECD Global Parliamentary Network, Paris, 5-7 February 2025

On 31 January, the Bureau approved the list of members of the ad hoc committee of the Bureau and appointed Mr Damien Cottier (Switzerland, ALDE) as its Chairperson (Appendix 6).

2.15 Parliamentary Conference on “Envisioning effective public policy to prevent & address cases of missing migrants” organised as a follow-up to Resolution 2569 (2024) Missing migrants, refugees and asylum seekers – A call to clarify their fate, Strasbourg, 23-24 April 2025

On 31 January, the Bureau approved the list of members of the ad hoc committee of the Bureau to participate in this event. On 19 March, it approved the revised list of members (Appendix 7).

2.16 Meeting between parliamentarians from the Nordic Council and the Parliamentary Assembly of the Council of Europe (PACE), Kristiansand, Norway, 4-5 May 2025

On 31 January, the Bureau decided to revise the composition of the ad hoc committee of the Bureau to participate in this event, to include a member of the Committee on Migration, Refugees and Displaced Persons and a member of the Committee on Equality and Non-Discrimination. On 19 March, the Bureau approved the list of members of the ad hoc committee (Appendix 8).

2.17 Black Sea Security Forum, Odesa, Ukraine, 30-31 May 2025

On 19 March, the Bureau decided that the ad hoc committee to participate in this event should be composed of up to three members from each of the Assembly’s committees (subject to security conditions).

2.18 Meetings elsewhere than Strasbourg and Paris

During the reference period, the Bureau authorised:

  • the ad hoc sub-committee of the Committee on Rules of Procedure, Immunities and Institutional Affairs to meet in London on 31 March 2025 to attend the Round Table on Strengthening ethics and integrity in Parliaments;
  • the Committee on Social Affairs, Health and Sustainable Development and the Network on the situation of the children of Ukraine to meet in Helsinki on 15-16 May 2025;
  • the Committee on Political Affairs and Democracy to meet in Chania on 26-27 May 2025;
  • the sub-committee on the Europe Prize to meet in San Sebastian on 6 June 2025.

2.19 Vigdís Prize for Women's Empowerment 2025

On 19 March, the Bureau took of the deadline for submission of nominations to 28 March 2025.

3 Decisions of the Bureau requiring ratification by the Assembly

3.1 References to committees

On 19 March, the Bureau considered and approved the following references:

  • Regulating foreign influence: best practices and European standards, Doc. 16103, motion for a resolution: reference to the Committee on Legal Affairs and Human Rights for report;
  • Role of the Parliamentary Assembly and National Parliaments in implementing the outcome of the 2024 Summit of the Future, Doc. 16108, motion for a resolution: reference to the Committee on Political Affairs and Democracy for report;
  • Protecting ethnic and religious diversity in Syria, Doc. 16110, motion for a resolution: reference to the Committee on Equality and Non-Discrimination for report
  • Safeguarding the rule of law in Tunisia, Doc. 16060, motion for a resolution: reference to the Committee on Political Affairs and Democracy for report.

3.2 New Democratic Pact

On 19 March, the Bureau took note of the letter of the Secretary General of the Council of Europe and decided to set up an ad hoc committee of the Bureau composed of the President of the Assembly, the chairpersons of all the committees, the General Rapporteur on Democracy and the chairpersons of the five political groups.

3.3 20th European Conferences of Electoral Management Bodies, Vilnius, Lithuania, 15-16 April 2025

On 19 March, the Bureau decided to set up an ad hoc committee of the Bureau to participate in this event, composed of the General Rapporteur for Democracy, the Rapporteur on Elections in times of crisis, the Assembly institutional representatives to the Council for Democratic Elections and the members of the Bureau of PACE Network of Elections Observers (Appendix 9).

The Assembly is invited to ratify these Bureau decisions.
