Dear colleagues,

I allow myself to speak in my mother tongue, German. And thank you for this report.

It shows the mercilessness of the Stalinist dictatorship and the diabolical concept. To eliminate a nation, you stage a famine and kill the pillars of society.

You have read the report, I don't need to summarise it. But in times of galloping historical oblivion, in times in which personal opinions and ideologies subjugate the facts, in times in which propaganda lies soften the brains, it is fundamental. It brings history to mind and leaves us no escape from reality.

This report shows the mechanisms of dictatorships and terror regimes in Stalin's time, in the Third Reich, in some of today's fundamentalist religious groups, in today's omnipotence and great power fantasies of some racist and fundamentalist concepts.

I am a child of the Cold War. Europe was divided by a wall. Today is the day of remembrance of the fall of the Wall. Anyone who wanted to escape the dictatorship was shot at the Wall. I will never understand how voices can be heard in the western part of Europe talking about the last descendant and kipper of the communist dictatorship, a KGB spy. After all, the very values that we in the West so naturally demand for ourselves and for which we are fighting here in this Council are in danger in Ukraine.

This report records history and reminds us that it is repeating itself. With a similar concept, namely the targeted eradication of another country's culture, cultural assets, the destruction of vital infrastructure, energy sources, water catchments, the mining of cornfields, attacks on the civilian population, the kidnapping of people.

Never again. That is the slogan of this report. It is about preventing any repetition of these crimes against humanity.

Never again. That was the slogan after the Second World War. If Jewish children in Europe no longer dare to go to school today or if there are cries for Sharia law in the streets of the West, then we have failed. Let us stand up against falsification and propaganda. It is the weapon of demagogues and dictators. Let us stand up for freedom and international law. They are our weapons.

They are being defended in Ukraine right now.

Je me permets de m'exprimer dans ma langue maternelle, l'allemand. Et merci pour ce rapport.

Il montre le caractère impitoyable de la dictature stalinienne et son concept diabolique. Pour éliminer une nation, on met en scène une famine et on tue les piliers de la société.

Vous avez lu le rapport, je n'ai pas besoin de le résumer. Mais en ces temps d'oubli galopant de l'histoire, en ces temps où les opinions personnelles et les idéologies subjuguent les faits, en ces temps où les mensonges de la propagande ramollissent les cerveaux, il est fondamental. Il rend l'histoire présente et ne nous laisse aucune échappatoire à la réalité.

Ce rapport montre les mécanismes des dictatures et des régimes de terreur – du temps de Staline, du Troisième Reich, de n'importe quel groupe religieux fondamentaliste d'aujourd'hui, des fantasmes de toute-puissance et de grandeur de n'importe quel concept raciste et fondamentaliste.

Je suis un enfant de la guerre froide. Un mur séparait l'Europe. Aujourd'hui, c'est le jour de commémoration de la chute du mur. Ceux qui voulaient échapper à la dictature étaient abattus au pied du mur. Je ne comprendrai jamais comment, dans la partie occidentale de l'Europe, des voix s'élèvent pour parler du dernier descendant et du dernier avatar de la dictature communiste – un espion du KGB. Car ce qui est en danger en Ukraine, ce sont précisément les valeurs que nous, Occidentaux, revendiquons si naturellement pour nous-mêmes, et pour lesquelles nous nous battons ici, au sein de ce Conseil.

Ce rapport écrit l'histoire et rappelle qu'elle est en train de se répéter. Avec un concept similaire, à savoir l'anéantissement ciblé de la culture d'un autre pays, des biens culturels, la destruction des infrastructures indispensables à la survie, des sources d'énergie, des captages d'eau, le minage des champs de blé, les attaques contre la population civile, les enlèvements de personnes.

Plus jamais ça ! Tel est le mot d'ordre de ce rapport. Il s'agit de prévenir toute répétition de ces crimes contre l'humanité.

Plus jamais ça. C'était le mot d'ordre après la seconde guerre mondiale. Et si aujourd'hui, en Europe, des enfants juifs n'osent plus aller à l'école ou si l'on crie à la charia dans les rues de l'Occident, c'est que nous avons échoué. Levons-nous contre la falsification et la propagande. C'est l'arme des démagogues et des dictateurs. Soyons debout pour la liberté et le droit international. Ce sont nos armes.

Elles sont défendues en Ukraine à l'instant même.

Er zeigt die Erbarmungslosigkeit der stalinistischen Diktatur und das teuflische Konzept. Um eine Nation zu eliminieren, inszeniert man eine Hungersnot und tötet die Säulen der Gesellschaft.

Sie haben den Bericht gelesen, ich muss ihn nicht zusammenfassen. Aber in Zeiten galoppierender Geschichtsvergessenheit, in Zeiten, in welchen persönliche Meinungen und Ideologien die Tatsachen unterjochen, in Zeiten, in welchen Propagandalügen die Hirne aufweichen, ist er grundlegend. Er vergegenwärtigt die Geschichte und lässt uns kein Entrinnen aus der Wirklichkeit.

Dieser Bericht zeigt die Mechanismen von Diktaturen und Terrorregimes – zu Stalins Zeiten, im Dritten Reich, bei irgendwelchen heutigen fundamentalistischen religiösen Gruppierungen, bei heutigen Allmachts- und Großmachtsfantasien irgendwelcher rassistischer und fundamentalistischer Konzepte.

Ich bin ein Kind des Kalten Krieges. Europa trennte eine Mauer. Heute ist der Gedenktag an den Mauerfall. Wer der Diktatur entrinnen wollte, wurde an der Mauer erschossen. Ich werde nie verstehen, wie im westlichen Teil Europas Stimmen zu hören sind, welche dem letzten Abkömmling und Bückling der kommunistischen Diktatur – einem KGB-Spion – das Wort reden. Denn in der Ukraine sind doch gerade jene Werte in Gefahr, welche wir für uns im Westen so selbstverständlich für uns selber einfordern, und für die wir hier in diesem Rat kämpfen.

Dieser Bericht schreibt Geschichte fest und erinnert daran, dass sie sich gerade wiederholt. Mit einem ähnlichen Konzept, nämlich der gezielten Auslöschung der Kultur eines anderen Landes, der Kulturgüter, der Zerstörung der überlebenswichtigen Infrastruktur, der Energiequellen, der Wasserfassungen, der Verminung der Kornfelder, den Angriffen auf die Zivilbevölkerung, den Entführungen von Menschen.

Nie wieder. Das ist die Losung dieses Berichtes. Es geht darum, jeder Wiederholung dieser Verbrechen gegen die Menschlichkeit vorzubeugen.

Nie wieder. Das war die Losung nach dem zweiten Weltkrieg. Und wenn sich heute in Europa jüdische Kinder nicht mehr in die Schule getrauen, oder wenn in den Straßen des Westens nach der Scharia geschrien wird, dann haben wir versagt. Stehen wir auf gegen die Verfälschung und die Propaganda. Es ist die Waffe der Demagogen und Diktatoren. Stehen wir für die Freiheit und das Völkerrecht. Es sind unsere Waffen.

Gerade eben werden sie in der Ukraine verteidigt.
