In joint statement, heads of PACE and the Kazakh Senate pledge stronger co-operation

Joint statement by the Chairman of the Senate of the Parliament of the Republic of Kazakhstan, Maulen Ashimbayev, and the President of the Parliamentary Assembly of the Council of Europe, Theodoros Rousopoulos, on 30 September 2025, on the occasion of the Assembly’s debate on democratic reforms in Kazakhstan:

“Today, as the Parliamentary Assembly of the Council of Europe has adopted a resolution reaffirming support for Kazakhstan’s democratic reforms, we renew our commitment to strengthening inter-parliamentary co-operation, deepening institutional and political dialogue, and advancing progress based on shared values, as outlined in the Co-operation Agreement between our institutions signed in 2004.

Marking the 30th anniversary of the Constitution of the Republic of Kazakhstan this year, we underscore that democracy, the rule of law, and human rights are the foundations of an inclusive, prosperous and harmonious society.

We commend the significant efforts of Kazakhstan to strengthen its democratic institutions through constitutional and political reforms, and its active co-operation with the Council of Europe, in particular its Parliamentary Assembly, and other international partners.

We welcome the abolition by Kazakhstan of the death penalty and its ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights, reflecting its dedication to upholding human rights.

We support the efforts of Kazakhstan to accede to relevant Council of Europe conventions, and value our joint commitment to promoting human rights, the rule of law and democracy.”
