In connection with the reform of the PACE, the parliamentarians adopted a resolution today containing a number of measures ranging from policy action to modifications of its working methods and structure. These measures, which are set out in detail in the report by Jean-Claude Mignon (France, EPP/CD), will come into effect at the opening of the Assembly’s 2012 session, on 23 January 2012.
Two reports by the Committee on Rules of Procedure, Immunities and Institutional Affairs will be submitted to the Assembly or the Standing Committee before the opening of the 2012 session, the first concerning the necessary modifications of the Rules of Procedure and the second on the revision of the terms of reference of committees.
The aim of the Assembly’s reform is “to strengthen its political relevance and effectiveness, to make it more visible and to improve its members’ involvement”, and it falls within the context of the reform programme launched by the Secretary General of the Council of Europe in October 2009.
