"Culture is a compass through which human beings interpret the elements of their life", mentioned Irina Bokova, Director-General of UNESCO, while addressing PACE on Tuesday.
She highlighted the relevance of culture as one of the fundamental human rights, stressing the importance of the co-operation with the Council of Europe.
Director General Bokova explained the diversified UNESCO's normative action in the field, and underlined the challenge of new technologies in our new cultural horizon.
"Cultural policies should be fully integrated in public policies at national and regional level", she added.
