Observers’ final report: Montenegro’s parliamentary elections peaceful and pluralistic, but some issues still need addressing

Strasbourg, 30.11.2012 – The 14 October early parliamentary elections in Montenegro “took place in a peaceful and pluralistic environment with respect for fundamental rights” and citizens made their choice freely from a large number of political parties, according to the final report of PACE’s observers, made public today and debated by the Standing Committee.

The report, by Christopher Chope (United Kingdom, EDG), continued: “Nevertheless, the abuse of administrative resources and a lack of transparency in campaign and political party financing were a matter of concern that should be addressed as soon as possible by the authorities.”

Polling day was calm, the report said, with voting and counting generally conducted in a professional manner.

The ad hoc committee called on the Montenegrin authorities to take a series of steps to consolidate still further the electoral process.
