Monaco: Monitoring Committee proposes to end post-monitoring dialogue

Strasbourg, 17.03.2015 - On the basis of a report by Jordi Xuclà (Spain, ALDE), the Monitoring Committee of the Council of Europe Parliamentary Assembly (PACE), meeting in Paris today, unanimously adopted a draft resolution aimed at ending the post-monitoring dialogue with Monaco in the light of the progress achieved since 2009 and the efforts made by Monaco to honour its obligations.

"The Monitoring Committee decided to propose to end the post-monitoring dialogue with Monaco sending at the same time a clear signal to the Monegasque authorities that they have to continue working on the last outstanding issues. Immediately after the debate of my report during the PACE spring session, we shall set up working groups composed of Council of Europe experts and the Monegasque authorities with a view to continue to find the appropriate technical solutions to allow for the ratification of the revised European Social Charter," the rapporteur Jordi Xuclà (Spain, ALDE) said. "The continuation of our post-monitoring dialogue focusing on the internal debate about the European Social Charter, would, in my view, have sent the wrong signal and given arguments to all those who are not in favour of the Council of Europe values and principles," he stressed.
 

Mr Xuclà's report will be discussed by PACE at its spring session (Strasbourg, 20-24 April 2015).
