Thank you Mister President.

We are facing a dangerous escalation due to circumstances that other colleagues have already mentioned this afternoon. A dangerous situation in which an a group of armed Serbian militants carried out an armed assault that cost the life of a Kosovan policeman and wounded others. From there, it created a very strong tension that would not have calmed only for the peacekeepers on the ground, which nevertheless, resulted in some soldiers, including many Italians, being injured.

We absolutely have to aim for normalisation. A normalisation has prerequisites. First of all, that of the protection of Serbia's territorial integrity and secondly, the protection that Serbs must find in Kosovo territory.

Kosovo has applied for membership here in the Council of Europe. We agree because that is what was also in the agreement envisaged with the European Union. It was a very clear agreement. Serbia pledged not to hinder Kosovo's membership in international bodies, and Kosovo had pledged to ensure a level of self-government for Kosovan Serbs, which was aimed at creating the Community Association of Serb Majority Municipalities. However, no one stepped forward on that or took the first step. Recently, the European Union had to revisit these conditions so as to ensure that the agreement can be complied with.

So I think we have to start from here. We have to do everything because the only solution is to enforce the agreement wanted in Brussels in front of, among others, the representatives of the Serbian and Kosovan governments.

What is happening in these hours, these days, in the Middle East with the attack of Hamas on the State of Israel teaches us that radicalisation and confrontation does not lead to anything. In fact it definitely leads to one thing and that is war. Welcome then Kosovo in our family, in the Council of Europe. But we must remember that even in a family there are rules to be respected.

Nous sommes confrontés à une escalade dangereuse en raison d'un incident que d'autres collègues ont également mentionné. Un incident malheureux et absurde au cours duquel un commando d'origine serbe a mené une attaque armée qui a coûté la vie à un policier kosovar et a fait plusieurs blessés. Cela a créé un niveau de tension très élevé qui n'a toujours pas dégénéré grâce aux forces de maintien de la paix présentes sur le terrain, ce qui a néanmoins entraîné la mort et la blessure de certains soldats, dont de nombreux Italiens.

Nous devons absolument viser la normalisation. Une normalisation qui, toutefois, passe par certains points fondamentaux.

Tout d'abord, celui de la protection de l'intégrité territoriale de la Serbie et de la protection des Serbes du Kosovo.

Le Kosovo a demandé à adhérer au Conseil de l'Europe. Nous sommes d'accord parce que c'est ce qui était également prévu dans l'accord avec l'Union européenne. Cet accord était très clair. La Serbie s'est engagée à ne pas entraver l'adhésion du Kosovo aux organismes internationaux, et le Kosovo s'est engagé à garantir un certain niveau d'autonomie aux Serbes du Kosovo. Cependant, personne n'a fait un pas en avant sur ce point, à tel point que l'Union européenne a dû revenir à la charge pour faire respecter l'accord.

Je pense donc que nous devons commencer par là. La seule solution est de faire respecter l'accord recherché à Bruxelles devant, entre autres, les représentants des gouvernements serbe et kosovar. Ce qui se passe ces jours-ci au Proche-Orient avec l'attaque du Hamas contre l'État d'Israël nous enseigne que la radicalisation et la confrontation ne mènent qu'à une chose : la guerre. Accueillons donc le Kosovo dans notre famille, au sein du Conseil de l'Europe, mais n'oublions pas que même dans une famille, il y a des règles à respecter.

siamo di fronte a un'escalation pericolosa dovuta a un fatto che anche già altri colleghi hanno ricordato in questa in quest'aula. Un fatto increscioso, assurdo in cui un commando di etnia serba ha compiuto un assalto armato che è costato la vita a un poliziotto kosovaro e alcuni feriti. Da qui si è creata una tensione molto alta che non è degenerata solo grazie alle forze di pace presenti sul territorio, che ha comunque comportato che alcuni soldati, tra cui molti italiani, siano stati e siano rimasti feriti.

Dobbiamo assolutamente puntare alla normalizzazione. Una normalizzazione che però passa da alcuni punti fondamentali.

Innanzitutto quella della tutela dell'integrità territoriale della Serbia e dalla tutela che i serbi devono trovare nel territorio kosovaro.

Il Kosovo ha chiesto l'adesione qui al Consiglio d'Europa. Noi siamo d'accordo perché è quanto anche era stato previsto dall'accordo previsto con l'Unione Europea. L'accordo era un accordo molto chiaro. La Serbia si impegna a non ostacolare l'adesione del Kosovo agli organismi internazionali, e il Kosovo si era impegnato ad assicurare un livello di autogoverno ai serbi kosovari, che aveva come finalità la creazione dell'associazione Comunità delle Municipalità a Maggioranza Serba. Nessuno però ha fatto un passo in avanti su questo, ha fatto il primo passo, tant'è che l'Unione Europea ha dovuto nuovamente ritornare su questo aspetto per fare rispettare l'accordo.

Allora io penso che dobbiamo ripartire da qui. Dobbiamo fare di tutto perché l'unica soluzione è quella di fare rispettare l'accordo voluto a Bruxelles davanti tra l'altro ai rappresentanti dei governi serbo e kosovaro. Quello che sta succedendo in queste ore, in questi giorni nel Medio Oriente con l'attacco di Hamas allo Stato di Israele ci insegna che la radicalizzazione e lo scontro non porta a nulla, anzi porta sicuramente a una cosa e cioè alla guerra. Ben venga allora il Kosovo nella nostra famiglia, nel Consiglio d'Europa. Ma bisogna ricordare che anche in una famiglia ci sono delle regole da rispettare.
