The Assembly,
Considering that it is desirable for as large a number as is possible of European organisations to be located in the same place, in order to ensure closer relations between them, greater unity of purpose, increased efficiency and economy;
Considering that the settingup of the European Economic Community and of Euratom will afford a good opportunity to reconsider the location of the existing European organisations;
Having regard to the various proposals on this subject recently made in the Consultative Assembly and elsewhere,
Recommends to the Committee of Ministers :
1. that it should appoint without delay a working party to consider and make recommendations on the following questions :
a) whether there would be advantage in establishing in one area the headquarters of as many of the European organisations as is possible, including the Council of Europe, Western European Union, 0. E. E. C, the E. C. S. C, the European Economic Community and Euratom;
(b) if so, the advantages and disadvantages of the various possible sites;
(c) if not, whether some greater concentration could not be achieved than exists at present;
2. that this working party should consist of representatives of Member Governments, members of the European Assemblies, and the Secretaries-General of the European organisations.
