The Assembly,
1. Having taken note of the texts adopted by the Standing Conference of Local and Regional Authorities of Europe at its 20th Session (
Doc. 5493) ;
2. Recalling that the conference was instituted, within the framework of Article 17 of the Statute of the Council of Europe, to ensure the participation of local and regional authorities in the achievement of the aims of the Organisation as defined in Article 1 of the Statute ;
3. Recalling that the resolutions and opinions adopted by the conference shall be submitted to the Assembly for an opinion and to the Committee of Ministers for action ;

5. Considering that the conference will not be entirely satisfactorily representative as long as delegates are appointed without respecting the requirements of Article 2 of the Charter of the conference ;

7. Supports the conference in its efforts to concentrate its activities, and takes note withsatisfaction of the fact that the measures and action proposed in the texts adopted by theconference at its 20th Session are related more directly than in the past to local and regionalauthorities ;
8. Welcoming the co-operation set up between its committees and the conference in fields of common interest, which should avoid duplication ;
9. Considering, however, that this co-operation could be improved, in order to give parliamentarians a better understanding of the role and responsibilities of elected local and regional representatives, and to give the latter greater participation in the construction of European unity,
10. Expresses its opinion on the resolutions adopted by the conference at its 20th Session as follows :
a Resolution 158 (1985) on the verification of credentials of the delegates to the conference
10.1.1 Regrets that the credentials of eight delegates were validated in spite of the fact that their appointment was not in accordance with the requirements of Article 2 of the charter ;
10.1.2 Supports the conference in its request to the competent authorities to replace the delegates concerned ;
b Resolution 159 (1985) on topical issues concern ing European local and egional authorities
10.2.1 Fully subscribes to the proposals ormulated by the conference with regard to the EuropeanCharter of Local Self-Government ;
10.2.2 Welcomes the interest the conference shows in the Campaign on North-South interdependence, and expresses the hope that municipalities and regions will play an active role in this campaign ;
c Resolution 160 (1985) on young people in towns
10.3.2 Insists upon the necessity of involving youth representatives more closely in the drawing up of new methods of participation in municipal life at the European level, within the framework of the Council of Europe, or at the national, regional or local level ;
d Resolution 161 (1985) on land-based marine pollution
10.4.1 Points out that a large number of proposals in this text had already been drawn up by the Assembly in 1982 in its
Recommendation 946, on liability for damage due to marine pollution from offshore platforms, and in 1978 in its
Recommendation 847, on European action to prevent oil pollution of waters and coasts ;
10.4.2 Insists once again on the necessity that the Committee of Ministers adopt the draft European Convention for the protection of international water-courses against pollution ;
10.4.3 Fully subscribes to the requests that the conference addresses to local and regional authorities with regard to the struggle against water pollution ;
10.4.4 Draws the conference's attention to
Resolution 847 (1985), on radioactive waste management, adopted recently by the Assembly, which covers a number of questions of interest to local and regional authorities ;
e Resolution 162 (1985) on the Conference of the Regions of the Mediterranean Basin
10.5.1 Welcomes the conference's adoption of this text, which complements the Assembly's
Recommendation 1015 (1985), on protection of the Mediterranean environment ;
10.5.2 Fully supports the requests made by the conference in this text ;
10.5.3 Declares itself ready to continue to encourage exchanges between representatives of the two shores of the Mediterranean, and to prepare, with the CLRAE, a second Conference of Regions of the Mediterranean Basin in 1987 ;
f Resolution 163 (1985) on security in European towns
10.6.1 Recalls its
Recommendation 963 (1983), on cultural and educational means of reducingviolence, and notes that a number of the proposals to governments put forward in this text bythe Assembly have been taken up by the conference in its resolution ;
10.6.2 Considers extremely useful the measures proposed by the conference to municipalities and regions for combating violence, insecurity and delinquency more effectively ;
10.6.3 Is firmly convinced of the necessity of including the study of the problem of violence in the Intergovernmental Work Programme of the Council of Europe in the fields of urban policy, education, sport and the media ;
g Resolution 164 (1985) on the European network of trunk communications
10.7.1 Is not convinced that it is desirable for the conference to deal with so general a question as European transport and to address this resolution to such a large number of European organisations ;

10.7.3 Points out that certain of the conference's proposals (such as the creation of European railway and airline companies) are contradictory to the positions taken by the Assembly on these subjects ;
h Resolution 165 (1985) on co-operation between European frontier regions
10.8.1 Subscribes to the proposals made by the conference which, for the most part, agree with those contained in its
Recommendation 1013 (1985) on transfrontier co-operation in Europe ;
10.8.2 Considers, as does the conference, that transfrontier co-operation should be one of the priorities of the Council of Europe during the coming years, and stresses the necessity, pointed out by the conference, of creating a European committee on transfrontier co-operation, which will include representatives of the states which have ratified the outline convention, of the Assembly and of the CLRAE ;
i Resolution 166 (1985) on current issues in the field of regional policy in member states Welcomes the fact that the conference is taking up the problems of regional policy, and supports the proposals made to governments and regional or local authorities ;
