The Assembly,
Noting with concern the fluctuations of livestock prices in Member States and the consequential unsettling effects upon livestock production ;
Believing that these fluctuations have impaired the steps taken in some Member States both to improve and stabilise farm incomes and to encourage stability in livestock production ;
Noting with equal concern the widening gap between livestock prices and retail meat prices in some Member States ;
Believing that it is essential, especially in the case of livestock and meat, to secure a reasonable degree of stability in agricultural markets ;
Concluding therefore that existing marketing systems and means of distribution should be improved and made more efficient,
Recommends to the Committee of Ministers that it should invite the Ministerial Committee on Agriculture and Food to arrange that the marketing and distribution of livestock and meat should be the subject of urgent discussions between exporting and importing Member States and that these discussions should be extended to include the main exporting countries outside Europe.
