The Assembly,
Whereas the adoption of uniform European standards for specifications of medicinal substances is becoming increasingly urgent, in particular because of the rising tempo of international trade ;
Whereas the institution of a European Pharmacopoeia is of great importance not only in connection with public health but also economically, since it is essential to the free circulation of medicinal substances ;
Whereas the Council of Europe is the appropriate body to conclude agreements on matters of general interest and scope, such as the European Pharmacopoeia ;
Referring to the report of the Committee of Ministers for 1962, paragraph 364 (c), concerning the study of the problems involved in compiling a European Pharmacopoeia, and to the report of the 7th Session of the Public Health Committee (Partial Agreement) (Doc. SG/PA/SP (63) 1), which also includes a discussion of the question ;
Wishing to inform the restricted Committee of Ministers of the countries which are parties to the Partial Agreement of its views on this important matter, so that the Committee may discuss it in full knowledge of the facts,
Recommends that the Committee of Ministers :
