The Assembly,

1. Being convinced that the expansion of the European Communities is the surest way of realising the construction of a politically united Europe ;
2. Emphasising that any lasting cooperation between the two parts of Europe is subject to settlement of the German problem ;
3. Believing that the détente in Europe can not make substantial progress unless peace is restored both in Vietnam and in the Middle East,
4. Considers that the enlargement of the Communities and political unification are both necessary and should lie vigorously and promptly pursued in negotiation by all the states concerned. As a start, a meeting of the Foreign Ministers of the Six and of all member states of the Council of Europe willing to participate in an enlargement of the Communities should be convened to follow up those ideas at present under discussion designed to reduce the gap between EEC Members and these applicant states and to achieve wider co-operation in Europe ;
5. Considers that all the states concerned should endeavour to find a solution to the German problem in a spirit of mutual understanding ;
6. Affirms the need for the restoration of peace in Vietnam, welcomes the prospect of the opening of discussions to that end between the United States of America and North Vietnam and affirms equally the need for the restoration of peace in the Middle East, through immediate negotiations between the belligerents, and as far as possible recourse to the good offices of the United Nations.
