The Assembly,

1. Recalling its previous Resolutions 376 (1968) and 399 (1969) on the situation in Czechoslovakia, which still hold good ;
2. Considering that the invasion of Czechoslovakia in August 1968 and the pressure exerted since then on the Czechoslovak people are contrary to the principles of the independence of peoples and their right to self-determination as defined by the United Nations Charter ;
3. Having noted the decision of the Central Committee of the Czechoslovak Communist Party, taken at its recent meeting whose purpose is to remove from positions of responsibility the promoters of a socialism based on the respect of human rights ;
4. Noting that the communist parties of Western Europe appeared initially in favour of this movement for reform but most of them subsequently reversed their attitude ;
5. Considering that the groundless accusations of Western conspiracy against Czechoslovakia are an obstacle to the development of East-West relations always advocated by the Council of Europe,
6. Condemns the recent decisions of the Central Committee of the Czechoslovak Communist Party whose aim is to remove from positions of any responsibility the promoters of "humanised socialism", and reaffirms its sympathy with the Czechoslovak people in their fight for freedom ;
7. Invites its members to intervene in their national parliaments and with their governments to ensure that the countries of Western Europe, and in particular the member countries of the Council of Europe continue to welcome refugees from Czechoslovakia and grant them the best possible living conditions.
