Follow-up to Convention No. 143 and Recommendation No. 151 of the International Labour Organisation

The Assembly,
1. Gravely concerned by the human and social problems which arise in the course of migration for employment, and in particular in cases of clandestine migration ;
2. Recalling that all member states of the Council of Europe are also Members of the International Labour Organisation ;
3. Recalling that, under Article 19 of the constitution of ILO, the Migrant Workers (Supplementary Provisions) Convention 1975 (No. 143) and the Migrant Workers
Recommendation 1975 (No. 151) should be brought before the competent authorities, that is the parliament, of each member state before 1 January 1977 ;
4. Observing that the purpose of the submission of the international labour conventions and recommendations to the competent authorities is to enable these authorities to consider the enactment of legislation or other action, and in the case of conventions to ratify or authorise their ratification,
5. Draws the attention of the parliaments of the member states of the Council of Europe to the Migrant Workers (Supplementary Provisions) Convention 1975 (No. 143) and the Migrant Workers
Recommendation 1975 (No. 151), and to the fact that, if ratification in full of the above-mentioned convention should encounter difficulties, each part of this instrument could be accepted separately (Article 16) ;
6. Requests these parliaments to examine the possibility of giving effect to these instruments by appropriate measures to ensure their practical application, and in particular to have the Migrant Workers (Supplementary Provisions) Convention 1975 (No. 143) ratified by their countries ;
7. Instructs its Committee on Parliamentary and Public Relations to take all appropriate action to ensure an effective follow-up to this resolution ;
8. Stresses the importance of the co-operation established between ILO and the Council of Europe in their activities on migrant workers, and expresses the hope that such co-operation can be reinforced within the framework of the agreement concluded between these organisations, which came into force on 23 November 1951, in particular by the convening of a joint meeting, at an appropriate time, to consider future work in this field.
