The Assembly,

1. Welcoming the United Nations General Assembly decision at its 31st Session to "convene the United Nations Conference on Science and Technology for Development during 1979" (General Assembly Resolution 31/184) ;
2. Noting with satisfaction paragraph 13 of General Assembly Resolution 31/184, in which the Secretary General of the conference is requested to seek the co-operation of intergovernmental organisations which may be in a position to contribute constructively to the preparation of the conference, and the letter to this effect from the Secretary General of the conference to the Secretary General of the Council of Europe ;
3. Taking into account the agenda for the UN Conference on Science and Technology for Development, as proposed in the operative paragraph 3 of Resolution 2028 (LXI) of the Economic and Social Council ;
4. Noting the many suggestions made for the subjects to be treated in the national papers and in the UN Regional Commission papers, and recalling the request of the Secretary General of the UN Conference that the Council of Europe should "co-operate in the preparation of national papers by its member states" ;
5. Believing that it is imperative for the successful outcome of the conference to agree on a world-wide rather than on a regional basis for the criteria to be laid down for the selection of national, regional and other substantial conference papers ;
6. Recalling the proposals on the role of science and technology for development as contained in the recommendations of the 4th Parliamentary and Scientific Conference, in particular as set out in paragraphs 56 to 68 of the explanatory memorandum of the report of its Committee on Science and Technology (Doc. 4020) ;
7. Expressing the earnest hope that the conference will contribute positively and constructively to putting forward proposals for applying science and technology methods which can help the developing countries ;
8. Wishing to re-examine at a later stage, when further proposals have been made with respect to priorities, subject matters and the titles of national and regional papers, its final contribution to the conference,
9. Resolves :
in accordance with UN General Assembly Resolution 31/184, to request the Secretary General of the conference to regard paragraphs 56-68 of the report of its Committee on Science and Technology (Doc. 4020), dealing with the conclusions of the 4th Parliamentary and Scientific Conference, as the contribution of the Parliamentary Assembly of the Council of Europe to the UN Conference, and in particular with regard to the type of technology and the way it is transferred ;
to invite member governments, when preparing national and regional papers, and when considering criteria for the selection of topics, to concert closely before a final decision is taken in April 1978 on the conference agenda, their policies in the appropriate international organisations such as the Council of Europe, the European Communities, OECD and the United Nations Economic Commission for Europe ;
to organise, within the framework of the European Joint Committee for Scientific Co-operation, and with a view to the subsequent transmission of their findings to the UN Conference, specialised scientific conferences on :
a space techniques for the management of water resources in developing countries (in cooperation with the European Space Agency) ;
b fermentation techniques in relation to the energy requirements of developing countries.
