The Consultative Assembly recommends that, in order to achieve the unity of Europe in the sphere of social security a permanent Committee of the Council of Europe be established whose task it shall be to concert measures:

a for the establishment of a minimum standard of social benefits commensurate with the economic resources of each country;

b for the interchangeability of the benefits of the social security systems of the various countries.

This Committee shall co-operate with the existing appropriate international agencies including especially the I. L. 0.
