L'Europe doit apporter son aide pour la réhabilitation des soldats et des civils ukrainiens handicapés à la suite de la guerre

The unprecedented increase in the number of soldiers and civilians with disabilities is one of “the most dramatic and long-term consequences” of Russia’s war of aggression against Ukraine, a PACE committee has said – while urging all European countries to be engaged in the challenge of rehabilitating them.

Approving a draft resolution based on a report by Jan Filip Libicki (Poland, EPP/CD), the Assembly’s Social Affairs Committee said Council of Europe member states should earmark at least a tenth of funds allocated to the reconstruction of Ukraine for the social reintegration of this group.

Ukrainian veterans with disabilities should be able to “fully participate in social, professional, family and civic life,” the committee added, calling on Ukraine – with European support – to put in place a comprehensive veterans’ policy, more healthcare specialists in this field and better data on the situation of veterans, among other measures.

It is thought that more than 200,000 people in Ukraine have disabilities resulting from the war, and the number continues to rise, the parliamentarians pointed out. In 2024, the total number of prostheses of various types distributed in Ukraine reached nearly 20,000.
