Thousands of people die or disappear during migration journeys each year. Many others remain uncounted due to the lack of available data. How can national parliamentarians help prevent and respond to this human tragedy and serious human rights issue?
A new PACE toolkit offers practical and concrete guidance on the actions parliamentarians can take. The 20-page guide outlines the key public policy questions related to migrant disappearances, explains how parliamentarians and other policymakers can address them, and highlights noteworthy initiatives from across Europe and beyond.
The toolkit builds on Resolution 2569(2024) “Missing migrants, refugees and asylum seekers – A call to clarify their fate”, adopted by the Assembly in October 2024 and based on a report prepared by former PACE member Julian Pahlke (Germany, SOC). It also draws on the conclusions of a follow-up conference held in April 2025.
The toolkit is currently available in English, French and Turkish. Greek and Spanish versions will be published by early 2026.
