Amendments of the provisions of Rules 35 and 37 of the Rules of Procedure of the Assembly concerning voting by roll-call and the quorum

The Assembly resolves to amend Rules 35 and 37 of its Rules of Procedure as follows:

Rule 35 - Methods of Voting

1 .Paragraph 4 to be amended as follows:

"4. The vote on a draft Recommendation, Opinion or Resolution, considered as a whole, shall be taken by roll-call whenever five or more Representatives so desire."

2. A new paragraph (4 A) to be inserted between paragraph 4 and paragraph 5, reading as follows:

"4A. The President may, at any time, decide that a vote shall be taken by roll-call."

Rule 37 - Quorum

Paragraphs 1, 2, 3 and 4 of Rule 37 to be amended as follows:

"1. The Assembly may deliberate, decide the Orders of the Day and approve the Minutes of Proceedings, whatever the number of Representatives present.

2. The Assembly shall not take any decision other than those provided for in paragraph 1 above unless more than half the Representatives to the Assembly provided for in the Statute are presentNote.

3. Without prejudice to the provisions of paragraph 1 above, all votes other than votes by roll-call shall be valid whatever the number of Representatives voting, unless, before the voting has begun, the President has been requested, by five Representatives at least, to ascertain the number of those present.

4. A vote by roll-call shall not be valid, nor the result be made public, if the vote shows that more than half the Representatives were not present. This provision is not applicable in the cases provided for in paragraph 1 above."
