1 Introduction
At its meeting on 14 October 2022, the Bureau appointed me
as rapporteur for this report, which covers its activities over
the period from the last Bureau meeting of the fourth part-session
of 2022 (Friday 14 October) to the pre-session Bureau meeting of
the first part-session of 2023 (Monday 23 January 2023).
The present report includes the decisions taken at the Bureau
meetings held on 14 October 2022 in Strasbourg, on 24 November 2022
in Reykjavik, and on 9 December 2022 in Paris. Chapter 2 presents
a list of decisions that were either already ratified by the Standing
Committee on 25 November 2022, or which do not require ratification.
Chapter 4 lists the decisions taken on 9 December 2022 that require
ratification at the opening of the 2023 first part-session of the
Assembly.
The addendum 1 of this report presents the statistics of gender
equality in the functioning of the Assembly.
An addendum to this report will be issued after the Bureau
meeting of 23 January 2023, which will also include decisions to
be ratified by the Assembly at the opening of the 2023 first part-session.
Another addendum will be issued after the Bureau meeting of 27 January.
It will only include the decisions to be ratified by the Assembly
on the same day, notably the references and transmissions to committees
which will have been approved by the Bureau.
The report of the Committee on the Election of Judges to the
European Court of Human Rights presenting the conclusions of the
committee on the lists of candidates submitted by Denmark, Iceland
and Poland is published as Addendum 2 to this report.
The Bureau will hold its next meeting on Thursday 2 March
2023 in The Hague, followed by the meeting of the Standing Committee
on 3 March 2023.
2 Activities of
the Bureau since the last part-session and decisions not requiring
ratification by the Assembly
2.1 Follow-up to
the fourth part-session of 2022 (Strasbourg, 10-14 October)
On 14 October, the Bureau approved the follow-up proposals
to the fourth part-session, made by the Secretary General of the
Assembly, as follows:
- Urgent
procedure debate on Recent outrageous
and inhuman activities of the Russian Federation, decided
to seize the Committee on Political Affairs and Democracy for report
on Political consequences of the Russian
Federation's aggression against Ukraine.
- Current affairs debate on Military
hostilities between Azerbaijan and Armenia, including strikes against settlements
and civilian infrastructures, decided to seize the Monitoring
Committee on this issue to be taken into account in the preparation
of its reports on The Honouring of obligations
and commitments by Azerbaijan and on The Honouring of obligations and commitments
by Armenia.
- Current affairs debate on Threatened
bans of Pride events in Council of Europe member States,
decided to seize the Committee on Equality and Non-Discrimination
for report on Freedom of expression and assembly
of LGBTI people in Europe.
On the same day, the Bureau held an exchange of views on ways
to improve organisational modalities of debates and part-sessions,
and instructed its Secretary General to elaborate proposals with
a view to their implementation as from the 2023 January part-session.
2.2 Standing Committee
(Reykjavik, 25 November 2022)
On 14 October, the Bureau took note of the draft agenda.
On 24 November, the Bureau took note of the request to hold
a debate on Escalation in the Russian Federation’s
war of aggression against Ukraine, tabled by the leaders
of all political groups, and decided to recommend to the Standing
Committee to hold this debate, and to appoint Mr Damien Cottier
(Switzerland, ALDE) as first speaker in the debate. It also took
note of the updated draft agenda. It invited the Assembly rapporteurs
to present their reports within 7 minutes and to keep their replies
to 3 minutes.
The Bureau also considered a draft Declaration on the 4th Summit
with a view for its adoption by the Standing Committee.
On 9 December, the Bureau approved the follow-up proposals
made by the Secretary General of the Assembly notably to the current
affairs debate on Escalation in the Russian
Federation’s war of aggression against Ukraine. It thus
decided to invite to take the outcomes of the discussions into account
in the preparation of their reports the Committee on Political Affairs
and Democracy on Political consequences
of the Russian Federation's aggression against Ukraine, and
the Committee on Legal Affairs and Human Rights on Legal and human rights aspects of the Russian
Federation’s aggression against Ukraine.
It also took note of the President’s intention to convene
a meeting of the Standing Committee, in Reykjavik, on 15 May 2023
(subject to the availability of funds).
2.3 4th Summit of
Heads of State and Government of the Council of Europe
On 24 November, the Ad Hoc Committee of the Bureau on the
4th Summit of Heads of State and Government of
the Council of Europe met in Reykjavik and held an exchange of views
with Ms Ambassador Ragnhildur Arnljótsdóttir, Chair of the GT-SOM4
– 4th Council of Europe Summit of Heads
of State and Government. It also considered a draft Declaration,
to be submitted with a view for its adoption by the Standing Committee
and left it up to the President to convene the next meeting.
2.4 First part-session
of 2023 (Strasbourg, 23-27 January)
On 24 November, the Bureau drew up the preliminary draft agenda.
On 9 December, it drew-up the draft agenda.
On 9 December, at the request of the chairperson of the Committee
on Equality and Non-Discrimination, the Bureau agreed to invite
Ms Sima Sami Bahous, UN Under-Secretary-General and Executive Director
of UN-Women, to address the Assembly in the context of the debate
on Conflict related sexual violence.
2.5 Organisation
and modalities of part-sessions
On 9 December, the Bureau took note of the information provided
by the Secretary General of the Assembly concerning the renovation
works of its Chamber and the transfer of sittings to the Chamber
of the European Parliament from April 2023 to January 2024.
In this context, the Bureau approved transitional arrangements
for the organisation of part-sessions from April 2023 to January
2024 as detailed below.
The Assembly will elect judges to the European Court of Human
Rights and Council of Europe personalities electronically (Scytl
application), given the logistical impossibility of holding elections
in the area behind the Presidency in the Chamber of the European
Parliament.
In view of the deadlines for the production and making available
of voting cards, certain regulatory deadlines will need to be amended,
as follows:
- credentials must be
sent to the Table Office no later than one week before the beginning
of the part-session;
- substitutions for the entire session week must be notified
to the Table Office no later than one week before the beginning
of the part-session;
- amendments must be tabled at least two working days before
the opening of the sitting concerned (with the exception of amendments
relating to a report under the urgent procedure).
The detailed timing of meetings and sittings for the whole
week could therefore be established as follows:
- Monday morning (08:00-12:00)
- 8:00-9:30: meeting of the Bureau of the Assembly; 9.30-10.30:
meeting of secretaries of delegations; 9:30-12:00: meetings of political
groups
- Monday afternoon (13:00-19:30) - 13:00-14.00: meetings
of 2 committees in parallel; 14.30-17:30: plenary sitting: opening,
progress report, Communication from the Committee of Ministers,
Secretary General (January) or Commissioner HR (April), or a report;
18:00-19:30: meetings of political groups
- Tuesday morning, Wednesday morning and Thursday morning
(08:30-12:30) - 8:30-10:30: meetings of 2 or 3 committees in parallel

2.6 Rules on Access
to and movement and security within the Council of Europe during sessions
of the Parliamentary Assembly
During its meeting on 9 December, the Bureau held an exchange
of views on the basis of proposals by the Secretary General of the
Parliamentary Assembly and asked the Secretary General of the Assembly
to address a letter to all Chairpersons of delegations reminding
members of the existing Rules, in particular of the fact that the
parliamentarians shall assume full responsibility for the movements,
behaviour and for the departure from the building of the persons
invited by them.
2.7 Communications
On 14 October, the Bureau took note of the statement by the
President of the Assembly. On 24 November and on 9 December, the
Bureau took note of the communications by the President of the Assembly,
the Secretary General and the Deputy Secretary General of the Council
of Europe and held an exchange of views with the Secretary General.
2.8 Election of a
judge to the European Court of Human Rights in respect of Denmark
On 14 October, the Bureau took note of the report drawn up
by the Committee on the Election of Judges concerning the list of
candidates, including its recommendation to reject the list (Doc. 15626 Addendum 2) ratified by the Assembly the same day.
2.9 Election observation
2.9.1 Bosnia and Herzegovina,

On 24 November, the Bureau approved the report by the observation
mission.
2.9.2 Bulgaria, Early
parliamentary elections (2 October 2022)
On 24 November, the Bureau approved the report by the observation
mission.
2.9.3 Schedule of the
elections
On 9 December, the Bureau took note of the calendar for 2023.
2.10 References and
transmissions to committees
On 14 October, the Bureau considered and approved the references
and transmissions to committees as presented in Doc. 15626 Add. 3, ratified by the Assembly the same day.
At its meeting on 24 November, the Bureau considered and approved

2.12 Composition of
the Committee on the Honouring of Obligations and Commitments by Member
States (Monitoring Committee)
At its meeting on 24 November, the Bureau:
- on the basis of a proposal by
the SOC Group, appointed Mr Armen Rustamyan (Armenia) as a member;
- on the basis of proposals by the EC/DA Group, appointed
Mr Thibaut François (France) and Mr Sorin-Titus Muncaciu (Romania)
as members.
2.13 Issues raised
by committees
2.13.1 Committee on
the Honouring of Obligations and Commitments by Member States of
the Council of Europe (Monitoring Committee)
On 14 October, the Bureau considered a letter by the Chairperson
of the Monitoring Committee, decided to extend the on-going periodic
reports on France, the Netherlands and San Marino by six months,
and referred the general issue of the duration of the terms of reference
of periodic review reports to the Committee on Rules of Procedure,
Immunities and Institutional Affairs.
2.13.2 Committee on
Rules of Procedure, Immunities and Institutional Affairs
On 14 October, the Bureau considered a letter by the Chairperson
of the Committee on Rules of Procedure, Immunities and Institutional
Affairs and decided to seize the committee for a report on the modification
of various provisions of the Assembly’s Rules of Procedure.
2.13.3 Committee on
Political Affairs and Democracy
On 14 October, the Bureau authorised:
- Mr Piero Fassino (Italy, SOC), rapporteur on Recent developments in Libya and in the Middle
East: what consequences for Europe?, to carry out a fact-finding
visit to Israel and the Palestinian Territories, in the framework
of the preparation of his report;
- Ms Theodora Bakoyannis (Greece, EPP/CD), rapporteur on the situation in Kosovo, to carry
out a fact-finding visit to Kosovo*Note,
in the framework of the preparation of her report.
2.13.4 Committee on
Legal Affairs and Human Rights
On 24 November, the Bureau took note of the letter by the
Committee on Legal Affairs and Human Rights, agreed to terminate
the mandate of General Rapporteur for the protection of whistleblowers
and to revise the terms of reference of the mandate of the General
Rapporteur on the situation of human rights defenders.
2.14 Expenditure of
the Parliamentary Assembly for the 2023 financial year
On 9 December, the Bureau took note of the memorandum prepared
by the Secretary General of the Assembly.
2.15 Parliamentary
co-operation activities
On 9 December, the Bureau took note of the work plan for 2023.
2.16 Meetings elsewhere
than Strasbourg and Paris
On 14 October, the Bureau authorised the Sub-Committee on
External Relations of the Committee on Political Affairs and Democracy,
to hold a meeting in New-York, United States, from 28 to 30 November
2022.
On 24 November, the Bureau authorised the Sub-Committee on
Culture, Diversity and Heritage of the Committee on Culture, Science,
Education and Media to meet in Olympia, Greece, on 22 February 2023.
On 9 December, the Bureau authorised the Committee on Social
Affairs, Health and Sustainable Development and the Network of Contact
Parliamentarians for a healthy environment to meet in Marrakech
and Ben Guérir, Morocco, on 16-18 March 2023. It also authorised
the Committee on Legal Affairs and Human Rights to meet in Limassol,
Cyprus, on 22-23 May 2023.

of Europe Conference of Ministers responsible for Sport (Antalya,
26 October 2022)
On 14 October, the Bureau approved the final list of members
of the ad hoc committee (Appendix 1).
2.18 2022 World Forum
for Democracy (Strasbourg, 7-9 November)
On 14 October, the Bureau took note of the list of members
of the ad hoc committee (Appendix 2).
2.19 Petition
On 14 October, the Bureau took note of the petition received
by the President and decided to consult the Committee on Legal Affairs
and Human Rights on its admissibility.
2.20 2023 Václav Havel
Human Rights Prize
On 9 December, the Bureau took note of the calendar of the
2023 edition.
2.21 Apportionment
of the allocation to political groups for 2023
On 9 December, the Bureau approved the proposals for the apportionment
of the allocation.
3 Activities of
the Standing Committee (Reykjavik, 25 November 2022)
The Standing Committee:
- heard
the welcome address by Mr Birgir Ármannsson, Speaker of Alþingi
– Parliament of Iceland;
- heard the address by Ms Katrín Jakobsdóttir, Prime Minister
and Minister for Equality;
- held an exchange of views with Þórdís Kolbrún Reykfjörð
Gylfadóttir, Minister for Foreign Affairs and Chair of the Committee
of Ministers;
- heard the address by Ms Ragnhildur Arnljótsdóttir, Ambassador
and Permanent Representative of Iceland to the Council of Europe,
