In the draft resolution, after paragraph 10.6, insert the following paragraph:
"encourages the Montenegrin authorities to promote equality and inclusion for people with disabilities and to use all money in the Fund for the professional rehabilitation and employment of people with disabilities in line with the law - only for those people;"
Explanatory note
Employers in Montenegro have paid 34 million Euros into the Fund since May 2009, but the Government has used less than 2 million Euros for the needs of disabled persons, and other money (32 million Euros) was illegally used for something else. People with disabilities are a very vulnerable group. Montenegro has a very good law for their professional rehabilitation and employment, but implementation of that law is very bad.

In amendment 1, replace the words “to use all money in the Fund for the professional rehabilitation and employment of people with disabilities in line with the law - only for those people;" with the following words : “to ensure that the Fund for the professional rehabilitation and employment of people with disabilities be exclusively used for disabled persons, in line with the law”.

"encourages the Montenegrin authorities to adopt legislation that facilitates the recognition of Montenegrin citizenship according to Resolution 1989 (2014) on access to nationality and the effective implementation of the European Convention on Nationality."
Explanatory note
The complicated procedure for granting Montenegrin citizenship and a lack of political will to handle the issue is an enormous problem for Montenegrin citizens. We believe that the law on Montenegrin citizenship needs further changes to facilitate the process for mixed marriages, for citizens of former Yugoslavia and for children one of whose parents has Montenegrin citizenship while the other has citizenship of another Republic of former Yugoslavia.

In the draft resolution, after paragraph 13.2.3, insert the following paragraph:
"address the remaining issues highlighted in the OSCE/ODIHR and Venice Commission recommendations, such as reducing the constitutional two-year residency requirement to six months, the same as for local elections, before citizens can obtain the right to vote."
Explanatory note
This formulation was a part of Resolution 1890 (2012) on the honouring of obligations and commitments by Montenegro (paragraph 8). Montenegro has not implemented it yet and because of that we propose to repeat it in this new Resolution.
